So the nav uses the data from the sats to determine if the video feed can be played, but uses the vehicle speed sensor to determine if the functions should be locked out?

Have you tried the speed pulse generator with a low pulse rate to determine if a simulated 1 mph signal will fool it into leaving the video displayed?
