I spent the better part of Monday on the phone with RIV and Transport Canada. The immobolizer is the issue, transport Canada stated that as long as Toyota USA proved a letter stating the vehicle complies with CMVSS section 114, then it "should" be permissbale.
My dealer "just across the boarder" has had his wrist slapped and is no longer able to sell to Canadians. They will honor deals that were already in the works. That is me as I have a $500.00 deposit on a 2008 crew max TRD for 39k and change. I am losing sleep at night trying to decide if I want to take the 40k risk of bringing the truck into the country and then not being able to register/insure it for who knows how long - if ever. I am not real rosey with going with the word a Transport Canada employee gave me over the phone.
They have an 07 Limited on the lot with a sticker price of 53k that they are willing to sell me for 47k and chnage. Don't like leather - hot in the summer and cold in the winter, but it is a good deal.
I am torn what to do!

Don't lose any more sleep. I would suggest phoning Canada Customs or RIV and tell them you have already paid a deposit on a vehicle that the U.S. dealer is going to honour and see if they will let you through. Someone else had phoned and were told that this took effect Nov. 1st, but they were letting those through that had already bought a vehicle as have you with your deposit.
