UPDATE...............
I spoke to my Service Writer (Dean) at Frontier Toyota and we reviewed the conditions where this TSB would apply. He informed me that he did consider the TSB but his management indicated that if I had brought the car in a little earlier than 30K miles...they would have supported applying the TSB.
I know...sounds like a line of BS....
Anyway, we reviewed all the conditions again and I pointed out the wear on the front brakes is something on the order of 200% higher on the rears and there's more weight on the front end of the car. He agreed and took the issue back to management for review. This time they agreed and will apply the TSB at no charge to me and they indicated that when they perform the TSB...they'll refund the costs I incurred associated with the rear brake work! WoooooHooooooo!

If any of you with a car that is applicable to this TSB have any work done on your rear brakes...the dealer will NOT automatically apply the TSB. Further, there are different parts that they need to use and most dealers will likely just use the same shims that they removed to do the brake job in the first place.
Be aware and know what you need to consider.
Due to mutual schedules being all screwed-up...I'm not going to have the TSB applied until mid-December...I'm fine with that however.
So, the morals of this story...

2) While I would not likely by a car from Frontier Toyota...I LOVE having my car serviced there!
