Just a dish soap usually, nothing to harsh. I use a "dobe" pad ( non-abrasive scrunge-type thingy) and a toothbrush. Gets all that brake dust off.
I also rotate the tires a little more than usual and when their off....I clean the insides.

A far as the type of wheels.....I was under the understanding that even the non-TRD (Pre-Runners and SR-5's) all had Aluminum wheels.
It is only the base models that have the "Steelies"...am I wrong??
