Unfortunately, no. The increase is due to the addition of Variable Valve Timing, or VVTI. It's pretty much impossible to add to an older 2uz.

Your best bets are exhaust, headers, etc., but those are only marginal increases and aren't really worth it.

Besides, it's a land cruiser, it's meant to cruise.
