I have heard the same whistling noise , on windy days , and while travelling at higher speeds the noise is very noticeable. I have put it on the windshield wipers , while stationary, and driving at speed limits , they rub onto and slightlly move against windshield, just put whipers on and spray windshield , see if sound goes away this semmed to help me get rid off very annoying noise while driving. Again I belive it is windshield whipers rubbing on windshield while in resting postition, wind , moves them and they rub against window....
