I found the OTC TOYOTA Part# 09248-05010-01 kit easy to use. One tool depresses the valve lifter. Another holds the lifter compressed. Then you use a small screwdriver to dislodge and lift the valve adjusting shim upward and then a magnet to fully pull the shim out. Other companies besides OTC make this toolkit and sell them on ebay for a lower price.

You can also get by without the special tool kit if you are careful.
1. Use 3 layers of duct tape on a screwdriver tip and use it to depress the valve lifter without marring the lifter.
2. Tape a hardware store magnet to a screwdriver. With the valve lifter depressed, use the magnet to grab the valve adjusting shim and lift it out.
