That is what's called a rotary buffer. It does not oscolate (sp?). It's very very very dangerous to paint in the hands of an inexperienced user, but in the hands of a pro, its gold. I use one bout every day, but was scared to death of the thing when I first got it. It WILL burn paint.
Honestly, Just go with a PC for a little more money. It's much safer and has many more uses than the rotary. Rotary is mainly for deep paint correction.
