Most likely.
They simply were not instructed properly as to how to operate their car.
Whether this is a failure on behalf of the dealer, or their own, for assuming they didn't need to read the operators manual, is anybodies guess.

But one thing seems pretty clear.
It isn't the car that's broken.
It's doing exactly what it's been instructed to do, and only the operator is to fault.
