Those in vehicle displays are never really 100% accurate. With that being said, Toyota trucks and some SUV (Land Cruiser/Sequioa/4runner) the fill gas light usually comes on with a little extra left in the tank to compensate for increased fuel usage during towing and hauling. My Toyota has about 10 litres left when the light comes on.
Also the headlights on the trucks usually are angled a little more towards the ground to compensate for loaded items in the bed otherwise you would blind oncoming drivers and not get as good as light spread.

When I fill up. I usually have about 8-10 litres when the pumps first clicks. Perhaps this is what is throwing you off?
