If they wont do the CARB testing thats pretty well PROOF Enough.

They will likely provide hardware for the install of the headers to the manifold but depending if they are like the gen 1s with the studs and compression nuts it may be best to use the OEM equipment on this as well since they are aluminum heads and a stainless bolt could strip the thread right out if they are tightend too tight.

They have concerns though being stainless steel by itself isn't cheap and the tooling it requires to make headers and collectors wears out faster than if doing mild steel so there is a higher expense for stainless.

Basically they just want to make sure it is worth it.

They have built headers for the Gen 1 Tundra and it wasn't Kook's Headers.

They will not be CARB legal. They won't do the CARB testing.
