This is California. Pretty soon they'll be requiring vehicles sold here to have their hoods welded shut so that people can't mess with them. Even when aftermarket parts are shown to INCREASE the combustion efficiency of an engine, they aren't legal until they've paid their dues to CARB, which can be thousands of dollars for the initial certification (I think it's $15K).
