I don't need dyno numbers to make up my mind on this one. I personally know that any halfway decent name brand longtube header is THE BEST engine mod you can do in terms of price/performance ratio. Shorty headers just aren't worth the effort for the money they cost. Peak torque and hp numbers aren't the final word in terms of performance. A longtube header is going to give you a better increase in torque and power across more of the rpm band than any shorty header will. Any experienced hotrodder will vouch for this. I don't give a rats butt about CARB certification, since I can't afford to live in CA to begin with. I do believe in running some form of cats, since these aren't even remotely as big of a restriction compared to the mufflers themselves. I am however much more fond of metallic substrate cats compared to the more fragile ceramic ones. If this said company only offers ceramic cats, I'll pass on those and rather add my own metallic ones.
