Yeah Normal. There was a Scion TC in our local wrecking yard and I looked it over pretty good. The door panels are made of plastic, not fiberboard as in the older Toyotas so the plain plastic does little to absorb noise. The headliner is also paper thin and there's no cotton shoddy padding above it like the older Toyotas had. The floors have thin asphalt sound damping sheets, not thick sheets like the older Toyotas had. Net result: considerable road noise despite the liquid filled body mounts.

Solutions: sound absorbing material in the doors and behind the rear seat, sound damping material on the floors + a layer of sound absorbing material above it.
Also helps alot to run a quiet tire like the Kumho Solus or Michelin MXV4-Plus S8

Of course, removing the door panels, carpeting, seats and so forth without damaging anything in the process is easier said that done, but studying the body section of the factory repair manual helps alot.
