I'm having this same problem (2004 Tacoma Ex cab) - No water at all in the cab, but the seat belt is getting wet down in the retractor - I thought at first that I may have gotten it caught in the door, but I'm checking it very carefully now - if I let it retract when it's raining, it gets wet - the only way I can keep it dry is when it's raining, I pull it all the way out and wrap it around the headrest when I'm not driving. So far I have not been able to find a leak. My next step when I have the time will be to pull the interior trim panel (that will take some time, as I'll have to take the upper attachement for the seat belt off in order to remove the panel) and leave it off so I can see what's going on in there
