What brake controller do you have?
Here's a comparison of the more common controllers out there. What kind of brakes does the trailer have? Electric or hydraulic?
After reading yer post again, yer not using a trailer and yer towing yer trail rig with all 4 on the ground? Brake controllers won't work that way with a vehicle in tow vs a trailer. Yer gonna need more than that to make it work...
