Default OBD Scanner recommendation '02 Taco

I know this is a topic that often comes up, but most people seem to be looking for something under $100.

I have a check engine light that came on (my first) in my '02 Tacoma, so I've decided to by a scanner so that I can hopefully resolve the problem myself. I am looking for something under $200 but am willing to pay a little more if it is recommended. I am looking for the best scanner (or scan tool) in that price range. I was looking at the Actrons but am shying away from it since it seems some don't think very highly of them. If I could get something that would allow me to alter the characterstics for performance, mileage, etc on the fly; then that would be preferable, but not mandatory. I do not have a PDA but I do have a PC laptop, however something that is updatable via the internet but can operate independently from a computer is highly desired. Any recommendations?

I'm suspicious that my CEL is a result of a bad airflow sensor. I'm right at 75,000 miles AND have a K&N air filter. I pulled the old sensor, cleaned it w/ contact cleaner and reset the CEL. It stayed off for about 15 minutes of driving, then came back on again. Any help here would be much appreciated as well although I know it would be hard to diagnose w/out grabbing the OBD code first.
