They do make HID kits that are dual filament bulbs also. In this case, there is a mechanism or magnet that slides back and forth inside the bulb itself creating the high and low beam, but those kits are noticeably more expensive than the regular single beam ones.
In general, yes you will be giving off much more glare to oncoming drivers, even if you aim the lights more down then stock. Pretty much the only way to not have such excessive glare would be to do a FULL HID retrofit, meaning actually taking apart your housings and mounting in actual projectors. If you do this yourself, it won't hurt the pocketbook that much, but i'm dumb with that kind of electronics, so I saved up the money and paid an expert to do it.
The HID lights weren't mean for our reflector design in our housings. Though if you still are interested, I have my old HID pnp kit sitting in the shed in my old headlights. They are 6k H4 kit.
