I need to cut two locks off our Tundras.
I use them with a cable so the spare canot be stolen.
Corrosion usually gets the every 2 1/2 years.
These are both Master locks with the plastic case.

To cut these off you can utilize a sawzall with a good quality metal blade or a Die grinder.
It might be easier to cut the cable with cutters?
There is a method called shimming to open pad locks but I will not go into that here on this open forum. You might be able to find something with Google though.

My zombie post was to ask about finding good water proof locks from your experiences.Especially northern(SNOW/SALT)members.
I cut them off today with bolt cutters.

Angle Grinder with metal abrasive blade and 2 mins on one side of the shackle or cutting torch and 4 seconds... not that i have done this multiple times.
I recently had the same problem. I decided to lower the spare
and put some air in it and see if anything needed to be lubed.
I couldn't get the lock unlocked so had to use bolt cutters to get
it off. I replaced it with a Masterlock weather proof lock with
the plastic enclosure. Before doing so I put some antiseize around
any areas that may get rusty. I then taped it up with some
electrical tape to be on the safe side and tucked the lock up around
the cable so that it isn't just hanging in the breeze. I think
the best thing to do is unlock it each spring and take a wire brush
to any areas that look like they have rust forming. Also spraying
some penetrating lube would be a good idea.

I also used Master plastic covered locks.
But this time I took a big ziplock baggie and zip tied it around the lock.
Then I tucked it up in the frame/rear bumper.
I find out if this will help.
