Can you install them under the Factory cloth seats? Or do the have to be leather?
Yes, you can install them under cloth seats. In fact from my experience the work better with cloth than leather. With cloth the initail heat up times are quicker, the leather takes longer to heat up.
Is the wiring "Plug-in" or "Splice-in?
The aftermarket kits I have used are kind on splice-in, basically requireing a good ground and switched power. Meaning, a power source that is powered only when the vehicle is running, the last few I got a fuse adapter (http://news.thomasnet.com/fullstory/452713/1424) and added it that ya ... other times I spliced the wiring in.
Where is agood place to mount the switches?
I mounted my switches on either side of the heater controls just above the ash tray/ cup holder.
Are the kits vehicle-specific or One-size-fits-all?
You can get vehicle specific or aftermarket. The aftermarkets range in size but are all basiaclly universal. I just bought Pacific Heat's heating elements. They are awsome for the girlfriends Kia Magentis(Optima)'s cloth seats ... not so happy with the leather seats in my tundra
Are they safe, or are they a fire hazard?
If they were not safe they would be for sale or supplied in vehicles. I would say they are safe. If your feeling dizzy turn the seat off. I had a bottom fail on me in one of my Subaru's. It got very hot in one spot so I stopped using it and replaced it.
