Help with 1998 Avalon remote key entry (RKE) system

Hi, everyone. I bought an used 1998 Toyota Avalon XL. The remote key entry (RKE)/ wireless/ keyless system (I don't know how to call it. It has 10,000 different names!) was not activated/ not working, all power locks are working well, and the little beeper/ wireless/ keyless/ remote transmitter (10,000 names!) was missing. I bought another beeper to see if I can make this system works or at least the remote power locks. The beeper show the correct FCC ID. It is not the RS3000/ Gray. I have a set of instructions but after several attempts it did not work.

One of my questions is: how do I determine which system is currently installed in the car, factory installed or a dealer installed? How can I determine if is working?
The other: Anyone has more programming procedures/tips on hand?
