1997 Toyota Avalon DRL's

Hi everyone! I am wondering how I can install DRL (daytime running lights) on my 1997 toyota avalon. I looked in the fuse box and I saw 2 empty slots that said Head LO. And the manual said that that slot was needs a 10A fuse. So I went to AutoZone and bought a 10A fuse and it wouldn't connect because I think that there isn't any "contacters"(the silver thing) on the Head LO fuse in the fuse box. I would appericiate any help!! THANKS
