Default 2005 Avalon Laser Cruise Control

My 2005 Avalon has Laser Cruise Control. After owning it for several months I noticed that receiver in the bumper which is painted black non-reflected was peeling and showing the white color of my bumper. My assumption is after reading the laser cruise manual that the non-refective black paint helped keep interference from sun light which can cause a problem with the unit. I took the car to Toyota to have it returned with all the paint remove with the glossy white paint in place. Was this an error on part of the service department or does it really matter?
