Help! 99 Avalon Key FOB Programming

Hi,
Just signed up on Tundra (paying customer) and D/Led TSB on how to turn off DRLs. Now I'm looking for TSB-EL003-99 (Procedure for programming a 99 Avalon keyless entry FOB.
Can't find it in search or in TSBs ... HELP!
anybody know how to get to it on Tundra?
