Question new member - need help with 1999 avalon xl keyless entry programming

I bought my 99 avalon about 6 months ago from an older lady who had wrecked it, but had it repaired and just didn't want to drive anymore. All damage was cosmetic only - I have a copy of the invoice from the repair shop. I only got one key, though, and no remotes. I finally got around to getting another key (thought it was a chipped key, but ended up not being chipped) and fob, but the car won't go into remote programming mode. I follow all the instructions but the car never cycles the locks to notify that it is in programming mode. Is there something wrong with the ECU that would do this but have no other side effects? The car runs great and everything works like new, but I just want my darn keyless entry.
in advance for the help

PROGRAMMING 2001 TOYOTA AVALON XLS REMOTE CONTROL

1. Drivers door open, all other doors closed, key removed from ignition switch.
2. Insert key into ignition switch, then remove it.
3. Press lock and unlock on the vehicle door lock control switch at 1 second intervals 5 times. Count number of lock (should count five lock mode) and then end at the unlock position.

5. Press lock and unlock on the vehicle door lock control switch at 1 second intervals 5 times. Count number of lock (should count five lock mode) and end at unlock position.
6. Insert key into ignition switch.
7. Switch ignition on and off once to program a remote transmitter code while retaining the original codes or twice to program a remote transmitter code while erasing the original codes. Three times to check how many remote transmitters are currently registered or five times to erase all registered codes. (A maximum of four remotes that you can program)

8. Remove key from ignition switch
System should now lock and unlock vehicle. Once, twice or five times depending which mode has been selected. One to four slowly, to indicate number of remote transmitters registered.

( In order to work, immediately press and hold the unlock and lock button on the remote simultaneously upon removing the key from ignition, then press lock button immediately to test remote control. If not done the lock and unlock button of the vehicle will cycle lock and unlock twice, indicating programming the remote failed).

9. Press and hold remote transmitter Lock and unlock buttons, together for 1.5 seconds.
( In order to work, immediately press and hold the unlock and lock button on the remote simultaneously upon removing the key from ignition, then press lock button immediately to test remote control. If not done the lock and unlock button of the vehicle will cycle lock and unlock twice, indicating programming the remote failed).

10. Within 3 seconds, press lock remote button for 1 second
System should now lock and unlock once to confirm, twice to indicate registration has failed.

11. If required repeat button procedure to program remaining remote transmitters.

12. To exit programming mode close the door, and test remote.

Try this procedure see if it work. This the procedure to program the keyless entry remote control. I Bought one from ebay, this the procedure I used and it works. I also have the procedure to program the chipped key.

I have a '99 XLS with a chipped ignition key and remote key FOB (all factory installed). A dealer installed or aftermarket FOB/chipped key is different

from the following info:
The Key FOB ID should be :

FCC ID:HVQ1512Y
CANADA:1551 102 578
RSS - 210
DENSO

4 buttons:
1 red panic on back
Lock, Unlock & Trunk on front
(Trunk button has an icon of a CAR with trunk lid open)

If you need the {for real} programming instructions for this FOB, let me know I'll scan them in.

got to programyourremote.com and it will tell you for the factory installed systems.

Does anyone know how to tell if you have a dealer installed or factory keyless entry system?

The book says to use this key fob with the FCC#GQ43VT7T. It also mentions that the key has some chip in it that not to bend it or let the keyring rest on it while it's running or the car will stall.

What FCC# is your remote? Look on the back of the remote for the number.
