Default Leaking Power Steering Fluid

For several months I have been having to add Power steering fluid. It starts making a terrible whining noise when you turn the wheel either way.
This hose goes way down underneath and I can see yet where it's leaking, but no drips come under the parked car that I have found. It's weird cause it seems like it leaks a good bit at one time, then no more. The car sits in a dorm parking lot and is not driven real often. (My daughter)
She will be home this week & I have to fix it. Any ideas on where it might be leaking??

Look under the car on a lift for fluid residue. You likely have spray only under high pressure, so it's not accumulating more when off.

I could see fluid way down on the frame but not at all on the power steering pump.
I took it to the dealer yesterday and very bad news. They showed me underneath; the whole steering rack has oil on it and the boot at the end.
They say there is no fixing this, except replacement of the whole section that goes from tie rod to tie rod. And all the fluid will be replaced etc.
About $550 and this is a rebuilt unit from Toyota. 3 hours labor + about $250 for the new rack/pinion whatever it's called. He says Toyota used to not offer rebuilt ones and they were much higher.

The leak was pretty bad and it looks like a real job to get this thing out.
