Default 2006 Tundra Brake Fade

I have a 2006 Tundra DC with the stock pads/rotors/lines/fluid. I noticed that under HARD braking, I get a lot of fade (pedal to the floor, no ABS engagement, slow to stop.) I figured it was the result of a heavy truck with poor pads.

I just changed pads to Porterfield Carbon Kevlar's, bedded them in (8x 50to 10mph stops) with good brake pad odor. It sat and cooled, I ran again and the stopping performance feels basically the same as it did pre-pad swap. I figure that any rotor glazing would have been burned off by bedding. Any ideas? Fluid? The rotors look to be in good shape, not warped/spalled/cracked. Stainless lines? I dunno...
