Default ABS light - 2001 Tundra

My 2001 Tundra is a V8, 4x4, Ltd. Access. The ABS light came on intermittently over about 500 miles, then steady. I was on vacation last June in Sioux Falls, SD, and the dealer (Billion Toyota) charged me $135 for this cryptic message: "code c1241 set improper voltage to actuator test complete system circut found internal actuator problem est $1235+tax have to order part #44050-0L030". Needless to say, I don't much like the cost/benefit of repairing the problem, but winter in Colorado is nicer with working ABS. So, is that code analysis conclusive, or should I take it to a local shop or dealer and ask for a second opinion? Is there something I can check myself without any special tools? I thought about putting a piece of electrical tape over the light...

Thanks for the c1241 file. I followed steps #1-#4 with normal results (guess I don't need the ABS actuator assembly after all). Next I need to "check for an open circuit in harness and connector between ABS ECU and battery", so can you advise what is on page IN-27 ?
