Default Dead Auto A/C control- '05 Solara

I have a '05 Solara convertible with automatic A/C, and the digital control panel is dead. I have back lights when the lights are on, but that's it. I have replaced the control panel with a used one, and got the same result. I have power at the fuses, and power at the control harness plug,(#s 19 and 20). I also have ground at #1. One thing that I thought was odd is that my manual shows a 10 amp A/C fuse in the underhood fuse box, but mine doesn't have it, and doesn't appear to be wired for it. Can anyone help me find the problem?

UPDATE: The problem was a shorted, or stuck actuator/motor that controls the fresh air/recirculate door.(Left of the engine computer, behind glove box) For some reason it was drawing the power from the control panel, but never blew a fuse. As soon as we unplugged the actuator motor, the control lit up and everything worked except the recirculate door. Replaced the actuator and now it's fixed. Just thought I'd post just in case anyone else had this problem.
