The fabric on the convertible top is not smooth but has ridges along the rib over the drivers head (inside & out). Is this normal or can the Dealer smooth this out???

My 2006 SLE convertible top is smooth. Complain for a repair under warranty.

See what your dealer says? Maybe it only needs to be stretched out a little as the cloth is adjustable. Read your manual before you try washine the top. The cloth is impregnated with a scotch guard type of chemical to protect it. Coal miner in New Jersey. PS: The parts dealer here at Freehold Toyota says you can buy a replacement top for 24 hundred bucks so better take care of that top.

If there are any imperfections in the top get them taken care of immediately while its still under warranty! If its out of warranty, then I'd suggest finding a custom shop that might be able to stretch it/repair it for you.

If it is just a feature of the top you're referring to and we're all assuming that you have a defect, then post a photo of it for us.
