Default Cooling Fan

Hello fellows

My 95 Camry's radiator cooling fan is not clicking in even after the coolant is very hot..normally if we pull out the sensor plug then the fan should click in at full speed, but its not doing that in my case.
If I turn the A/C on then both the fans turn on but they are not at full speed and they turn on and off with the compressor, can anyone suggest what possibly be going on...
