Question Which receiver hitch for 99 Camry?

I want to put a bike rack on my 1999 Camry and I would prefer to use one of the receiver mounted racks. I would be carrying 2 bikes on the rack. Some receivers have brackets which go above and below the exhaust pipe and others have a bracket which only goes over the exhaust pipe. Which receiver do you use? What is its tongue weight rating? Do you have any problems with it scraping the road as you go over bumps?
