Default eBrakes (00/01 Camry)

A week over, my Camry was installed with brand new Centrix rear ebrakes (hand brake shoe set ~ cost $40) since the shoes were worn off. The cables are fine and so are all the disc pads.

After installation, test was performed and it seemed there was hardly any resistance even with full force applied barely in motion. It kinda drags before coming to stop. One mechanic said to give it time to settle while the other said to replace it with "better" shoes. Not sure though if metallic vs semi-metallic/ceramic would have any effects on resistance or there's something else that needs attention. Can anyone kindly help or make suggestions in this regard? Thanks.

This morning I inspected the disc pads, shoes, drums, rotors, cables, oil, etc. and everything is basically new and just fine. The only complain I still get is that when applying the hand brakes at barely any motion, the car has a "soft" drag with very low resistance before it kinda stalls to halt. (Note that prior to installing the new ebrakes, the resistance was fairly good.) All my other cars (and including the ones I checked on my neighbors) came to a reasonably abrupt halt when hand brakes were applied; even during slow speeds. Can any specialist here give advice or recommendations? Thanks.
