There are no fuses in common on those circuits. Have you checked th DRL Relay and the Taillight Relay. Other than that your problem is probably in the light control switch or the body ecu.

Its not the light control, its an automatic Sensor, they come on when im in the dark.
What's ECU? I'm kind of new to this whole "CAR" thing.
By the way, when i hit the lock button, it blinks 1 time. is there any way i can change it to where i can make the DRL Lights flash?

Automotive electronic systems can be very complex. I suggest you take the vehicle to a Toyota Repair Shop or an independent repair shop who is knowledgeable in Toyota's and working on electrical system problems.

They said they can't fix them, for some odd reason

I'd find a dealer who can fix them. As NHPARROT said, first thing i would do is check all the fuses, DRL relay(s) and the Tailight relay. Then the light control switch is a common switch to both the DRL/head/and tail lights. The auto portion of this circuit is also controlled by the BODY ECU
This is a very complex problem. The BODY ECU controls the grounds for the
head/tail and DRL . and auto light control. You need to make sure you have all your inputs and outputs. If your new to "CARS" this is not something i'd recommend doing myself. If all the fuses are ok, and the relays are ok, Check the wiring in the truck on the left (drivers) side near the hinge. The wiring for the tailights runs along the hinge and sometimes breaks due to open and closing of the trunk. You'll have to open the harness a little and inspect for damaged wires. Other than that find a professional who can fix it.
If you were closer i'd be happy to look at it for you.

NO, That circuit is not designed to flash the DRL(headlight bulbs), and could not handle to extra AMPS.
Good Luck
