Default Speedo needle "bouncing"

Hello all, I'm trying to help out a friend with a '95 Camry. Rolling down the road, the speedo needle will work ok for a bit and then start bouncing around the gauge. Like an old cable-driven speedo with a failing cable. I searched quite a bit here and came up empty. Any Ideas?

is it a cable type? if not, idk, may want to get a new/used combo meter.

This car has a speed sensor and not a cable. So maybe the issue is something simple like wet or loose connections or something - but just follow the link and dl this adobe of the camry manual. the section you want is the transmission section, I went with the idea that this is an I4 engine so if so, you would download ax1.pdf. The part you need is on page 80.
