98 Camry blower motor woes..

98 Camry LE. Suddenly the first three positions of the blower control do nothing. But - set it to high speed and the thing works (lucky for me since it's summer). Toyota service said it could be a switch or a resistor.

Any ideas what they might be talking about or how I could troubleshoot (and hopefully fix) this?

Most likely it is the blower resistor, AKA blower module, although the switch is possible. IMO, based on the fact that it works on High, it is almost certainly the blower resistor.
