How do I remove muffler hanger bracket?

The muffler hanger bracket on my 98 Corolla broke so I'm trying to replace it but need assistance on how to remove the old bracket. Seems to me I need to remove the 2 black washers so I can remove the rubber mounting block. Is that correct? If so what is the easiest way to remove the washers? Will I need to get replacement washers or can I re-use them? Here is a photo:

The black "washers" look like clips, maybe able to reuse if they are removed carefully. Does the "stud" go all the way through the frame rail?
