Unhappy 1998 Corolla muffler hanger bracket

The muffler hanger bracket on my 98 Corolla broke so I'm trying to replace it but need assistance on how to remove the old bracket. Seems to me I need to remove the 2 black washers so I can remove the rubber mounting block. Is that correct? If so what is the easiest way to remove the washers? Will I need to get replacement washers or can I re-use them?

I'm not 100% sure but I think the whole rubber mounting block is supposed to come off. I would assume that you can reuse everything pending that it is in good condition.
