toyota corolla diagnostic code

hi

i have a toyota corolla 1997.
I try to have diagnostic code but it's not working.

I put the ignition swith to "on" position.
I jump te1 and e1 on the test connector.
But the check engine lamp don't blink.
I know it suppose to blink once every 0.25 seconds when all is normal,but mine is only light up(no blinking).
Did somebody know if i forgot something.
