2003 Toyota Corolla OBD not working

I am trying to help my daughter out with a problem with her 2003 Corolla. I went to get an inspection sticker for her car yesterday but couldn't because the mechanic could not get a signal when they plugged their equipment into the on board diagnostic, (OBD) connecter. I checked the 7.4 amp OBD fuse but it was ok. Does anyone have any suggestion as to what to try next.

if the "check engine" light comes on with the key and
goes off when the engine is started, then i would suggest
taking the vehicle to another inspection station and have
them try it. "non-communication" on that vehicle would
be very rare. if the second station can't get a reading,
then take a close look at the wiring at the obd plug.
oh, if the light does not come on with the key, then you
will have to start with the bulb. yspert
