this idiot neighbor of mine was spraying his motorcycle gas tank with a clear coat and some of the overspray actually landed on part of my truck. he denies it but what can i do? Is there anything i can use that will remove it? The surface feels like sandpaper and you can see it on the windshield. soooo freakin pissed!

Definitely clay the entire truck, including the glass. Use plenty of lube and keep a small sandwich baggie handy to slip over your hand and check for smoothness. If its bad it'll take some time but you should be able to get it all off.
Whats up guys, never posted in the detail forum but I had a similar problem on my vtx motorcycle when I was spray painting in my garage. All I had to do was use a cleaner wax, then I used some meguiars deep crystal polish and my bike was like new again. It had the same sandpaper feel, but its now smooth as glass.
