I bet you can, but dang that looks scary. I wouldn't attempt doing this by myself haha. The idea of sanding your paint. But if you know how to do it properly, looks like it works.
All it is is wetsanding, no problem, I probably wetsand 5-10 scratches a week like that. Dont go any lower than 3000 grit though

Use alot of clean water with some neutral soap. Rinse the paper frequently. And yu may get lucky.
Be careful, Factory Paint Clear coat systems are thin to begin with. It is forgiving to just a point.
