Default P0141 O2 Sensor on 97 4Runner

I have replaced the heated Oxygen sensor (before cat converter) Bank 1 Sensor 2 (this code) and have since had the check engine light come on two more times with the same code. It seems to come back after driving 15 miles or so.

I had read in another posting that the light may come on once again after replacing the sensor, but I'm starting to think it's something other than the sensor causing the problem.

Any ideas?

There are two sensors. The one before the cat is a Heated O2 Sensor (which is what the code reader told me it was). I've replaced the one after the cat about 40k miles ago which isn't a heated sensor but it also has a different code.

P0141 is a code for heated oxygen sensor cicuit malfunction (bank 1 sensor 2)
P0135 is the code for the front sensor (bank 1 sensor 1)

Both sensors are heated 2 wires for the sensor and 2 wires for the heater

Bank 1 sensor 1 is the closest to the engine and sensor 2 is after the cat

This is from the Toyota service manual
