Unhappy ignition lock cylinder

Having a ton of trouble with my ignition lock cylinder (01 Tundra). The ignition key will not turn from lock to ACC. It will turn a very short click, which is enough to release the steering column lock and to allow me to shift, while holding the brake in.
I've had problems with the lock cylinder before, but I've always been able to fool with it for a while and eventually it would work. I should have replaced it then. But . . . I didn't.
I have the new lock cylinder ready to install. I understand that to remove the old cylinder, I need to depress the release button on the bottom of the cylinder. And in order to depress the release button, I need to be able to turn the key to ACC.
I CAN'T TURN THE KEY FAR ENOUGH.
I've sprayed liquid graphite into the cylinder, and then spent a great deal of time trying to get the key to turn just enough to depress the release button. BUT IT JUST WON'T TURN FAR ENOUGH.

What do I do? I've not found sufficient help anywhere on any forums. I've tried talking with mechanics and lock smiths and still . . . nothing.

I successfully removed the old cylinder and have installed the new one. I drilled out the little release pin on the bottom of the cylinder. I started out with an 1/8" bit and made some progress but it only removed part of one side of the pin. I then stepped up to a 5/32" bit, made a little more progress. And finally, I finished it off with a 3/16" bit. It was really pretty easy and I'm a total ameteur. I'm not even a shade tree mechanic. I hate working on vehicles and rarely ever do.
Now it seems that I have a new problem.
The new lock cylinder works great, except I can't remove the key. Seems like it won't hardly make it back to "lock". The steering column won't lock.
I think I may take it all back a part and make sure that I didn't get some metal shavings in there somewhere that are holding it up.
