Default HVAC Dash Lights Not Working

The HVAC dash lights on my 2005 Tundra Double Cab are not working (neither does one of the seat heater switch lights) - all the reswt of the dash lights work fine. I have removed the dash cover including the HVAC controls and checked each of the lights for that area (yes the ones with the green sleeves on them) and each one seems fine (from what I can tell) and the fuse (7.5 a) is fine - any ideas why the HVAC controls are dark at night?
