I installed them on my truck.
1. Install the lights in the bumper and connect the wires. They plug right in. You'll have to remove the plastic inserts. If you don't have the nuts to mount the lights, you should be able to get them from a dealer.
2. Install the relay. It goes in the "fuse box" under the hood behind the battery. On the inside of the cover there is a diagram showing all of the fuses and relays. The relay for the fog lights is marked "fog". It goes on the row towards the rear of the truck, second slot starting from the drivers side. Just push it in.
3. Install the switch. It goes in the dash to the left of the steering wheel. It should go in the hole closest to the door. If I remember right, you just have to pry that small section of the dash off to get to where the switch goes. You should be able to figure it out. The wires with the plug on the end are already there, just plug it in, mount the switch, put the section of dash back on and YOU'RE DONE!
The fog lights will only come on when the head lights are on and on low beam.

I choose not to install a 2003 fog light switch in the light switch stalk because it looked too difficult. So I bought a 2002 switch and installed it into the cutout to the left of the steering wheel.
Here's how I wired a 2002 fog light switch in a 2003 Tundra without daytime running lights
