97 Canry 1MZ idling fast

97 Camry 1MZ Automatic.

• Idles ~ 800 RPM on cold start in 70 degree weather.
• Hot idle ~1200 RPM.
• Shorting TE1 and E1 on diag.connector brings idle to ~ 1050 RPM.
• Turning A/C on drops idle to 800 RPM.
• Can't find any vacuum leaks, idle vacuum 22"
• Center IAC pin to each outer pin is 23 ohms.

The IAC has correct resistance, and drops to a little above specicifed RPM when diag. pins shorted. So I can't isolate problem to IAC. Any ideas?

Disconnect the negative lead on the battery for 15. This allows the ECU to reset. Then, when you turn the car on after letting it reset, take it for a drive and be gentle with it, i mean dont punch it at every stopsign. See how it works from there, the computer just needs to reset.
