Default Hard down shift from 2nd to first 07 Tundra, normal?

I read as much as I could but it does it all the time now so I HAD TO ASK.

IT DOESN'T CLUNK, but when slowing down I CAN FEEL TRANSMISION DOWNSHIFTING from 35mph to stop. This is with not touching accelerator too hard just coasting.
I have noticed it before but now does it all the time.

TRUCK has 21,000 miles on it 07, 5.7.

IS THAT NORMAL.

ACCELERATES WITH NO PROBLEM, its the slowing down, Like downshifting a motorcycle to next gear too early.

After allot of reading, does reflashing transmission do anything at all?

No rumble strips, just weird filling that 2nd gear to first downshift.
