Default 2002 Celica Gts High Idle

I am having a problem with my 02 celica GTS with 29k miles. When you first start the car up and let the engine warm up it is idling at 1100 RPM. If you donot let the car warm up before you drive it it will not go. I have taken the car twice to my local dealership in Illinois and they have had their 2 master techs work on my car and they donot know for sure what is causing this. They suggest replaceing my coolant temp sensor or my idle air control valve but do not know if this will correct the problem. Also once you have been driving the car the idle seems to go back to normal while driving the car. Can someone please help me with this concern.
