On the other hand, I have seen numerous instrument clusters for sale on
ebay, some with the mileage stated in the write up, and others stating that the mileage was unknown (since they couldn't hook it up to turn it on).
Does the MV department keep any more data than the latest mileage? Some states have annual inspections, etc. and I would think they would have recorded the mileage then.
Did it come with the owners manual? I've looked through the manual when I've considered used cars, and when the past owners have filled them in, they can tell you a lot about the care given to the vehicle. If it's for sale at a dealership, see if you can find the last owners name and then call and ask that person. I've done that as well and it's helped me avoid a few lemons.
Another way to check would be through the servicing dealer, or their "quick lube" of choice if they've used one. They usually keep good records based on scheduled maintenance, oil changes, etc. and should be able to give you more detail.
I would also look at the wear and tear in the interior. While it's not an exact science, and todays materials seem to last longer than they did 20-30 years ago, my Dad use to look at the amount of wear on the brake pedal pad as an indication of wear on the vehicle.
